Rather than being one program that ships with Windows, the window manager is a type of software that can be installed from third-party sources for a variety of purposes. As part of Windows 10, specifically, users are free to select whatever options they want – this actively discouraged developers from placing features that were dependent on the user having a specific window. This means that they can change the window border colour, menu fonts and window controls location.
